Topsfield Select Board unanimously approves FY2027 budget with twenty-thousand-dollar reductions. The five-member board, led by Chair Rafael McDonald, voted to advance the budget for Special Town Meeting with cuts including elimination of composting services, removal of porta-potties, reductions in police details and the Junior Police Academy, and reductions in trash, electricity, vaccines, recreation, and animal control services. The Planning and Zoning administrative position will be downgraded from grade 7, 19 hours to grade 5, 15 hours, with $5,500 in technical support added.
Finance Committee Chair Che Elwell and members recommended the operating budget, though some Finance Committee members expressed concern about Article Third language and the absence of structural changes for future budgets.
