TOPSFIELD — The Topsfield Select Board finalized the FY2027 budget presentation format for a June Special Town Meeting. Chair Rafael McDonald and the board approved an itemized reduction approach showing each line item cut tied to the three proposed overrides, with Town Administrator Kevin Harutunian and Finance Committee Chair Che Elwell coordinating timeline and language. If all three overrides pass, the average household tax increase will be estimated at $157 annually.
After consulting KP Law during a recess, the board declined to place the failed Masconomet Debt Exclusion on the Special Town warrant, citing litigation risk from the school district, instead offering Article 1st for general discussion of the ballot question.
