Topsfield Conservation Commission approves two tree-removal permits and restaurant redevelopment

Topsfield Conservation Commission issues dual Orders of Conditions for major restaurant redevelopment. The commission unanimously approved the Topsfield Garages, LLC and Hancock Associates project at School Avenue, 10 School Avenue, and 35R Main Street, imposing strict environmental protections including prohibition of synthetic fertilizers and automatic irrigation, restrictions on snow storage and deicing salts, two-year monitoring of plantings with 80 percent survival rates for trees and shrubs, and installation of 4-by-4-inch conservation posts. Administrator Jackie Yee also issued enforcement orders: a violation notice to Christopher Moudy at 110 Perkins Row for unauthorized soil disturbance in the Bylaw Riverfront Area, and a continued compliance review for 46 Alderbrook Drive where plantings showed 50 percent survival and conservation posts remain uninstalled.
