TOPSFIELD — Select Board unanimously approves reduced FY2027 budget override and town meeting warrant articles. Chair Rafael McDonald and Vice-Chair Michelle Mercier-Link guided approval of a $317,084 override, down from $375,000, expected to raise average household property taxes by approximately $138 annually. The board affirmed the FY2027 budget framework maintaining roughly $1,050,000 in minimum free cash reserves while applying an additional $52,916 to the FY2026 snow and ice overrun.
Masconomet Regional School representatives reported a 2.6 percent assessment increase after 10 FTE reductions and outlined a debt exclusion for roof and HVAC replacement through the Massachusetts School Building Authority; Essex Technical School leadership reported a three-student enrollment increase and reviewed the transition to a lottery admissions process.
