TOPSFIELD — Select Board unanimously backs Essex County Regional Shelter Plan. The Board also reviewed FY2027 budget revisions showing a $20,000 increase for unanticipated water repairs and discussed streamlining the 2026 Annual Town Meeting warrant, including a recommendation to add a Pension Stabilization Fund and simplify the general operating budget article for voter clarity.
