Topsfield Select Board clears eight unaccepted roadways for state funding consideration. Vice-Chair Michelle Mercier-Link and Member Marshall Hook led unanimous votes approving the intent to lay out Hickory Lane, Beech Place, Evergreen Lane, Pemberton Road, Aaron Drive, Pheasant Lane, School Avenue, and Deer Run, moves that would unlock an estimated $25,000 in annual Chapter 90 state funding. The board also unanimously approved the Food Waste Cart Implementation Plan to secure additional Massachusetts Department of Environmental Protection grant funding for composting starter kits, accepted a $7,200 MassDEP Sustainable Materials Recovery Program grant, and opened the 2026 Annual Town Meeting Warrant with a February 9, 2026 deadline for citizen petitions.
Town Administrator Kevin Harutunian reported the proposed FY2027 budget, excluding uncontrollable costs, reflects a 3.39 percent increase driven by pension obligations and health care costs.
