Topsfield approves $22,500 in grants, delays roadway-hearing vote. The Select Board unanimously accepted a $10,000 grant from the Massachusetts Interlocal Insurance Association for early detection of precancerous conditions in Fire, Police, Public Works, and dispatch employees, and approved a $12,500 MassDEP waste-recovery grant for composting carts. Select Board Chair Rafael McDonald continued the public hearing on accepting 10 unaccepted town roadways to March 2 due to weather and power outages.
Town Administrator Kevin Harutunian explained that MassDOT's revision of Chapter 90 funding procedures prompted discovery of the unaccepted roads, an issue facing most Massachusetts communities.
