Topsfield Finance Committee votes on 2026 town meeting warrant articles. The seven-member committee unanimously recommended the General Operating Budget and police capital requests for Articles 17 and 18, replacing tasers no longer supported by the manufacturer and updating the Chief's Command Vehicle, after Police Chief Neal Hovey addressed liability concerns. David Larson questioned the wording of Ballot Question Three regarding a debt exclusion for Article 45, and Kevin Harutunian agreed to seek clarification from Masconomet Administration.
The Committee recommended positive action on most articles in Consent Agenda Two (Articles 15–29) and submitted mixed recommendations for Consent Agenda Four (Articles 33–36).
