Finance Committee recommends positive action on Article 3 motions and Special Town Meeting article.

Topsfield Finance Committee endorses Article 3 motions with split vote on one element. The committee unanimously approved its warrant letter and authorized Chair Che Elwell to make non-material revisions. Motion A to Article 3 passed unanimously, while Motion B passed 5-2, with members expressing concern about whether Elementary Schools were intentionally included given their budget independence from the Question One override.
Town Counsel Kevin Harutunian reported KP Law had revised the motion language and indicated further clarification may be needed before the warrant is printed. The committee also unanimously recommended positive action on Article 4 of the Special Town Meeting.
