Finance Committee Recommends Five Articles for Special Town Meeting

Topsfield Finance Committee unanimously backs five Special Town Meeting articles. The committee voted to recommend passage of prior-year bills totaling $21,793.47 spanning water enterprise, general fund, and school accounts, as well as Article Third (FY 2026 budget transfers), Article Fourth (snow and ice deficit), and Article Fifth (health insurance premiums reconciliation). The committee also conditionally approved a $276,000 Free Cash transfer to the Capital Stabilization Fund if Article 24 (public works truck) votes no action, bringing the total stabilization transfer to $333,876.
Town Counsel Lauren Goldberg confirmed line-item vetoes are procedurally possible during article discussion.
