TOPSFIELD — Finance Committee joins Select Board to chart override strategy after ballot failure. Chair Che Elwell reviewed the statutory warrant timeline with the Select Board planning to finalize override language by May 13 for a June 16 Special Town Meeting and June 18 election. The committee discussed structural budget cuts totaling $233,788 for secondary education and considered options including using free cash to lower override costs by $105,398 and reducing the Elementary School budget by $75,000 to $150,000.

The committee took no votes but advised the Select Board to prioritize long-term levy capacity and free cash availability while identifying structural reductions to avoid fiscal year 2027 deficits.
