TOPSFIELD — Finance Committee approves prior minutes and reviews zoning bylaw amendments. Chair Che Elwell explained the Consent Agenda process for the May 2026 Annual Town Meeting, which has over 50 warrant articles, and invited Finance Committee members to volunteer for a state-funded review of town financial policies. Planning Board Chair Martha Morrison and ZBA Chair Bob Moriarty presented bylaw amendments for articles 33 through 36, including modifications to accessory dwelling unit language, full-service restaurant definitions, scenic road permitting, and accessory structure dimensional standards, along with fencing requirements for pool safety.
A joint meeting with Essex Regional Retirement System Board Executive Director Chuck Kostro outlined pension funding through 2035 and a potential 3 percent cost-of-living adjustment; Elwell reminded the committee that municipal employee benefits add 30 to 40 percent to salary costs. The committee tabled final recommendation on a proposed half-time planner position pending additional input from Planning and Zoning leadership.
