TOPSFIELD — The Topsfield Finance Committee unanimously approved February meeting minutes and received a comprehensive update on a regional capital project. Che Elwell briefed members on a $70 million Roof and HVAC Project for Masco District, with the Massachusetts School Building Authority funding 40 percent of costs. All three member towns must authorize a $1.75 million borrowing in FY2027 for Owner's Project Manager and design work; if the project proceeds, that sum rolls into a 20-year bond, with full project authorization anticipated at a Special Town Meeting in 2027.
The committee also discussed Masco's pending E&D policy change and deferred Planning Board budget review to March 9.
