Topsfield Finance Committee approves FY27 elementary school budget without override request. Superintendent Scott Morrison presented a budget of $10.4 million in salaries, up 4.48 percent from FY26, built using FY25 actuals with a three percent inflation factor and meeting the committee's guidelines. The committee also reviewed the Department of Public Works request for a $274,483 multipurpose truck and Fire Chief Jen Collins-Brown's report on ambulance revenues declining 13 percent due to deferred Medicaid reimbursement; the Fire Department has received $311,652 in grants over 2024 and 2025.

The committee approved its February 2 meeting minutes as amended and discussed a draft override warrant article driven by health insurance and pension costs projected to exceed the 2.5 percent allowable levy increase.
