Conservation Commission continues two major redevelopment hearings, approves tree removal project

Topsfield Conservation Commission deferred two major redevelopment hearings at Topsfield Garages LLC's request. Chair Dodds Shamroth and members Andrew Mulholland, Maureen Bresnahan, and Ben Caiella voted unanimously to continue NOI 307-0873 (School Avenue redevelopment) and NOI 307-0872 (School and Main Street redevelopment with restaurant) to March 11. The commission also unanimously approved a negligible-impact determination for tree and shrub removal at 11 Parsonage Lane, with standard conditions requiring Conservation Agent approval for removal methods beyond hand tools.

In a separate action, the commission amended Enforcement Order 2016-01 at 25 and 20R Johns Lane to require completion of revised restoration plans by June 5, monthly progress reports during active work, two-year post-planting monitoring, and conservation signage within two months of replanting--with mandatory replanting for any restoration areas falling below 80 percent survival rates.
