Topsfield Conservation Commission appoints new chair and approves permits. Andrew Mulholland was unanimously appointed chair, replacing Dodds Shamroth, while the board unanimously issued Certificates of Compliance for 11 Meetinghouse Lane and 26 Parsonage Lane and approved determinations of negligible impact for utility-pole replacement, deck renovation, and pea-stone infiltration area projects. Two applications, an after-the-fact fence installation and municipal parking-lot reconstruction, were continued unanimously to August 12 for revisions.
The commission also designated Mulholland as primary signatory and Benjamin Caiella as alternate for fiscal 2027 warrants.
