Conservation Commission adopts revised general wetland bylaw

Conservation Commission adopted Version 4 of a revised general wetland bylaw section.

Conservation Commission · Meeting of September 28, 2026

TOPSFIELD — Conservation Commission adopted Version 4 of a revised general wetland bylaw section. Chair Andrew Mulholland, Vice Chair Jen DiCarlo, Member Maureen Bresnahan, and Member Millie Manning voted unanimously on September 28 to close the public hearing originally opened September 9 and adopt the revision to Section R:10-4.i.1. The revision limited waiver provisions to sections a-e of the regulations, restricting the Commission's authority to waive only provisions more stringent than state law.

The revision also separated one subsection from the broader provision, removing the necessity for applicants to demonstrate compelling public interest under the constitution if three other criteria were satisfied.
