TOPSFIELD — Board of Health upholds $1,000 tobacco fine against Topsfield Shell. Chair Sheryl Knutsen presided over a June 17 hearing into the violation, in which the retailer sold a tobacco product to a minor without verifying age during a June 5 compliance check by Healthy Communities Tobacco Control. General Manager Richard Szarythe admitted the facts and confirmed staff retraining on identification checks; owner Habib takes the issue seriously.
The Board voted 3-1 to affirm the violation, with state regulation 105 CMR 665.000 mandating the $1,000 penalty. It was Topsfield Shell's first tobacco-sale violation since the state rule took effect in 2020.
