Topsfield Board of Health transfers landfill oversight to comply with state monitoring requirements. Chair Sheryl Knutsen explained that authority for post-closure landfill monitoring is now moving from the Public Works Department to the Board, as mandated by state regulation 310 CMR 19.0, which requires board of health oversight for thirty years after closure. The Board voted unanimously to establish a Landfill Signatory Authorization Form replicating FY27 primary and alternate signatories.
Health Director Jon Bouley also reported six ongoing septic installations, two commercial kitchen projects requiring oversight, and state-mandated PFAS testing at landfill properties.
